Tiered Library Cards

The Phillips Public Library offers parents three options for juvenile access to Library materials. 

Option One – Full Access 

No restrictions. I give my child permission to checkout any and all Library materials. 

Option Two – Young Adult Access 

I give my child permission to check out any material except for:

  • *Rated R movies *Rated MA videogames *YA graphic novels *Adult graphic novels 
  • These are the collections the Phillips Library Board suggests you might want to limit for your child. If there are any additional collections you would like to include you may do so. Materials may only be limited by collection (usually denoted by call number or item type).  

Option Three – Child Access 

I give my child permission to check out materials from the Children’s side of the Library only. I understand that when they turn 13 this card will automatically become an Option 2 card with all restrictions unless I specify otherwise.  

Please keep in mind…

  • The Library cannot prohibit your child from looking at/using materials while in the Library. 
  • The Library staff cannot restrict access to materials from other MORE Libraries. If your child requests an item from one of our system libraries it will be checked out to them. 
  • Option 2 cards can apply to anyone under the age of 18. However, once a child turns 16 the Library is no longer able to share their borrowing history with their parent/guardian. 
  • Cards can be updated/changed by a parent/guardian by phone call or in person. This can be done at any time for any reason.  
  • Since this is a manual service conducted by library staff, it is subject to possible human error. The Librarians will do their best to enforce parent/guardian instructions.
